Dont know if this helps you much but i was in a similar position
i have a Bsc in Mechancal engineering gained at demonfort university... i submitted that under the washington accord however it wasnt recognised so they looked at putting me through on the sydney Accord, that was worse as if i had an HND (which i had gained in my second year) and not a Bsc things would apparently of been a bit easier. The engineering council were of no use what so ever.. i even went to the design engineering council and they, although they tried, couldnt really help at all.
I think the way you have to go is to Create a CDR (competency demonstration report) and submit that for the category that you are aiming at. There are 3 levels Proffesional engineer Technologist engineer and buttociate engineer. Strangely enough although they were looking at trying to get me through the sydney accord level (which i think is the equivalent of the Sydney accord level) i went full on for the proffesional level... and with abit of hard graft (about 3 months) a lot of panic that i was doing things right, everything went through and i was buttesed succesfully! much to my surprise! :D
i guess this may be your only route if the Eng Council UK are unwilling to help (which i guess they will be)
