1. Yes, the FBI report is like a criminal history check. You will need to get fingerprints done (we had then done by the federal police in Australia). Then just include a cover letter explaining EXACTLY what you need them for (a FULL criminal history check for the purposes of on the FBI site), if you have any questions, they were very prompt in replying.
2. The police checks last a year. So its best to leave them right until the last second (so if you are front loading send off for them 2 months before you want to apply). It would suck having your visa delayed and then have to get the checks doen again. As I mentioned earlier, if you state in your cover letter that you need them by a particular date they will attempt to expedite them for you by then.
3. Sorry I can't help with this one.
4. I'm not sure about this one either. We are applying for a prospective fiance visa, and the applicant has to be outside Australia when applying. Check the immigration site, more specifically the partner migration booklet you can download, it should answer this question for you (fees are available on the site too).
