If you look at the "Additional Documents" section of Booklet 6 on page 19 (Nov 04 edition) you will see a line that states:
"All applicants must include evidence of their English language ability. If IELTS tests are submitted, only original documents are acceptable."
This is part of the basic requirements for submitting a valid offshore visa. If you were not born and raised in a country where English is the native language then you will likely be asked to produce evidence of English language proficiency. DIMIA will most likely ask for IELTS in this case as that is the "standard" method for buttessing language ability. There is no special case for 139 visas with the exception that you can have lower IELTS scores (overall band score of 4.5 on 4 components of IELTS). In that case though you need to have arranged for and paid for clbuttes to "upgrade" you English language capability to at least "vocational" once you arrive in Australia. You would still need IELTS results for this though, so if you can pbutt IELTS with good scores then this would not come into play anyway.
