You are correct insofar as the Vetbuttess application is concerned. You can have a degree in rocket science and be clbuttifed by Vetbuttess in any clbuttification for which it is the buttessing body.
But, for the visa application your skill clbuttification must be suitable for your nominated occupation.
In Flutterby's case her degree is suitable for clbuttifcation by Vetbuttess as a HR Officer which is appropriate as her nominated occupation and in which she can meet the basic visa requirement of Recent Work Experience (RWE).

In your case, your degree in media and design (depending on its content) is probably suitable for clbuttification by Vetbuttess as perhaps Graphic Designer, which you could float as your nominated occupation with RWE as Hairdresser (which raises some other potential issues with DIMIA).
But rather than contort yourself to try and contrive a case, I still reckon you need to give further thought to Hairdresser and put forward a migration case that is closer to your reality.
Based on what I have gleaned from your posts, the timing of your NVQ2 is not relevant to your TRA case. Your TRA case will be made or not based on your work experience and on-job training as a Hairdresser. The NVQ2 will still provide some substantiation of your claims with TRA but it is not the definitive issue.
