One more thing. My mother is the applicant in our family, on a Contributory Parent visa. I live in the UK but my sister has lived in Oz for about 25 years now.
A few weeks ago, Centrelink told my sister that all new migrants are supposed to complete a Residency form and submit it to Centrelink asap after arrival. Here is the form:

The story that the Centrelink woman told my sister was so garbled that I'm not convinced that the woman knew what she was talking about, but apparently she insisted that all new migrants are required to complete the Life Residence form asap after arrival in Oz.
I have asked about this on almost all of the main forums, and I haven't come across a soul who knows anything about this form apart from one poster who said that you have to register with Centrelink in order to claim Family Tax Benefit (a tax relief of some sort) and various other things, and that filling in the Life Residence form has something to do with that. Apparently Centrelink can also organise a Tax File Number for you.
If you have time whilst in Oz, I reckon it would be worth taking this form into Centrelink and finding out what the score really is.
