No, see above. But I take it she is just an Austrian resident, but not an Austrian citizen... because if she holds an Austrian pbuttport, she shouldn't have applied for a paper-based Australian tourist visa (which can be subject to an explicitly mentioned Condition 8503) in the first place, but for an ETA (which allows stays of the same length during the same period of visa validity, and can be obtained a lot faster and free of charge through most travel agencies in Austria) instead, on which that particular restriction is at least very unlikely to be imposed. (In fact, it seems to be very rarely imposed on visas granted to EU citizens - at least EU15 citizens, eg Austrians, Germans, British - at all... at least I've never heard of such situations, and I'm currently holding my 7th ETA after the Australian ETA system being made available to Austrians in 1998 - being Austrian myself and using ETAs for holidays in Australia after having held two paper-based tourist visas in 1996 and 1997!)

No. The condition remains in force as long as the visa itself, if it is not waived in any way. So if she wants to have it removed, she will most probably have to apply for and be granted another visa without it... while being outside Australia. (Although: there is no good reason to do so as long as she doesn't want to apply for another visa inside Australia. And Australian authorities most likely will already have buttumed she would like to do just that... as that's the most probable reason for that restriction to be imposed.)

There's nothing to worry about that... the Australian Embbutty here in Vienna is well known for not being a reliable source of information at all: there have been several cases where important information about visa requirements has been given there incorrectly. (For example: A few years ago, I myself have been told there that being a native German speaker in itself would be sufficient to claim points for "fluency in a community language" in an application for a General Send Migration visa... in fact a degree comparable to at least an Australian Bachelor's and delivered in a "community language", eg German, is a pre-requisite necessary to claim those points successfully.)

So, most people in Austria who are looking for such information should discussion board or the discussion boards available (in German language) - in addition to providing almost no knowledge in visa matters except evidencing visas in pbuttports - only have very limited communication abilities in German or at least English... most of them are only fluent in Slovakian and Russian! (Vienna is the main point of Australian diplomatic representation for the eastern half of Europe, although Austria has always been situated west of the former "Iron Curtain", so the staff also need those language skills on an everyday basis, but they just never got used to speaking German - the common local language - up to now.)

Perhaps she hasn't been living in Austria for a long time yet, so DIMA might have thought of a possibility of her not wanting or not being able (there's a lot of regulations in Austria to that effect as well, not only in Australia!) to return to Austria. (That's the "best possible guess" in my opinion, as a very big percentage of foreigners in Austria consists of nationals of Turkey, Croatia, Bosnia-Hercegovina, and Serbia-Montenegro... all these countries of citizenship are seen by DIMA as bearing a higher overstay risk than Austria, which makes their pbuttport holders more likely to be subject to Condition 8503 than Austrians.)
