The 134 and 137 visas are near-identical except 134 requires less work experience, so look at that one instead of 137.
In answer to your questions:
1. 6 months work experience is required for DIMA on 134. Must be before you apply to DIMA ( no flexibility).
2. You will need a NOOSR skill buttessment as a teacher for either 134 or 136, they may ask for work experience too.
3. To get the state nomination you need for 134, Victoria may want you to have state registration, or be eligible for that.

Only recent eligible Australian graduates are exempt the work experience requirement for 134.
You've overlooked another visa, Regional Sponsored Migration Scheme (RSMS), subclbutt 119. Download and read booklet 5:
Things you need to know about RSMS:
- sponsored by an employer, not a state (but there is a regional authority sign-off) - no work experience requirement for DIMA - however, state registration is needed and you may need some experience for that - no NOOSR skill buttessment - within Victoria, Melbourne is excluded (Melbourne is ok for subclbutt 134). - it's a permanent visa but can be cancelled if you don't make a "genuine effort" to stay with your sponsoring employer for 2 years.
The state sponsorship process is exactly the same for the two visas, 134 and STNI (137). A state nomination for one should be acceptable for the other.
It's usually more productive to get in touch directly with participating state governments, and employers in Australia.
