I am actually going to call the Australian High Commision just to double check, they should know as they process visas there, I'll just make sure they understand that ours has to be processed in Adelaide.
Depending on what they say I may or may not use a professional engineer or dean as I had hoped. If I need to use a notary I'm pretty sure the one I used the first time would just charge me a set rate for doing all the paperwork in one shot, he knows I'll pay him cash so I'm sure he'll be reasonable.
I'll just wait and see what they say. I'm in no rush because I'm still waiting on the skills buttessment to come back. But I would like to have everything ready to go the day the buttessment arrives so I can send it the next day. If I use a notary I will be waiting until the buttessment comes back, but if I don't have to use a notary I can get friends of ours to do it so it is ready in time and I can have longer to look it over.
