It's not a matter of you having to apply to TRA under a specific skill pathway (such as Formal Apprenticeship or Work Experience). TRA will consider your application against all its skill pathways and make its decisions based on the overall information-evidence you provide. The thing you have to concetrate on is providing the right information-evidence in the right way. And with many things size does not count, it's how you use it. That is, the amount of paper you submit is not important - it is what the papers say and how they say it. Because TRA decisioons come down to the specific circumstances of each applicant it is difficult to comment on your case other than to say if he completed a formally indentured apprenticehsip that took 5 years with formal off-job training and he can provide the required documentation then he has a prima facie case for clbuttification by TRA based on his apprenticeship - but his post apprenticeship work experience should also be covered off in his application.
