Hi
Please read this as though you are the CP visa applicant and not the sponsor and-or butturer
You have to be sponsored and an AoS bond has to be paid.
The sponsor and butturer do not have to be the same person but, for obvious reasons, they usually always are, namely the "child" of the applicant. When you think about it, you would need to have a very good friend otherwise who would be willing to stand surety for you for 10 years !
This "child" must be either an Australian citizen or Australian PR. Temp visa holder is ineligible to do this.
The AoS is a legal commitment by the butturer that any social security type monies paid to the parent by the Australian government over the life of the Bond - 10 years at present - will be repaid to the government at termination date. The butturer also undertakes to provide financial support to the applicant so they do not have to rely on any government "funding".
The Bond - currently $10000 for a single applicant or $14000 for a couple I believe - attracts a 6 monthly interest payment - but don't get too excited as this currently works out, in our case, at $150 !
Acceptance of the Bond by Centrelink, by the way, does not guarantee that a visa will be granted, but I've not heard of anyone who has not been granted their visa once Centrelink is satisfied. (They are not in the habit of taking money from you and then having to return it!). The butturer is currently required to attend an interview with Centrelink, hence the necessity to provide the relevant financial information.

The Bond is the only money that you, or your butturer, will ever (hopefully!!) see again - everything else is swallowed up in the system :scared:
If I have got any of this wrong, my apologies, and it will no doubt be corrected for us.
Hope this has helped?
