What sort of expertise? The reason that so many people want Senate reform is because it is nothing more than a patronage appointment. It was originally intended to give the rich and powerful a voice in the government, one of the requirements being the ownership $5,000 worth of property, which was a lot of money back then. Their appointment has a lot more to do with activity in their parties, payoffs for favours and fund raising that any expertise.
Personally, I would like to see the Senate abolished entirely. I would also like to see the position of Governor General abolished, though I would be happy to see it merely have it's budget trimmed to just enough to cover the cost of the salary for the GG and a single buttistant, not travel outside of the country except to visit with the Queen.
