Where I live, near Winchester, VA, it is possible always to buy carrots with tops. Many times more than not, they are organic. I agree with you that bagged carrots have a moldy smell; worse of all to me is the smell and the milky water coming off the bags of baby carrots that have been peeled. Others may not be as sensitive to this as I am, otherwise they would not be for sale everywhere. When I find these little peeled carrots in a bag of frozen or fresh vegetables, I treat them differently than the rest of the bag of veggies; I will put them in a soup, boiling them well. They just don't taste right to me otherwise.
I've found that carrots with the tops on them, are about double in price as well. I don't know the reason for the tops on, except it keeps them fresh. I sort of double the tops over and put the whole thing in a big ziplock (top left open) with some paper towels in the bag to absorb some of the nasty water that they spray onto the carrots at the grocery.
This week I was able to use my carrots without peeling (they were small in circumference), just using a vegetable brush. The dirt came off well enough. Enough about carrots, now, Dee Dee
