I think we have a surplus of agricultural capacity, actually. Although when people in third world start expecting to eat like Americans, that'll go away.

People are afraid of new things. Eventually, everyone currently worried about GM crops will die, and then they'll be widely used with no fuss.
Rational-thinking people aren't worried about GM, provided they're also informed. The are are fewer such people than you might think, though - frankly, most people are idiots.
Having said all that, there is a dark side to GM - the problem of horizontal gene transfer hasn't been fully worked out, but Big Ag doesn't like to talk about it, and there's the whole thing of making farmers dependent on intellectual property owned by giant transnationals. That's easily solved by developing GM strains in public labs, though, like Golden Rice (well, maybe not *that* easily, but it is solvable).
