Lots of people (several thousand these days) spend four or five months a year in Goa and own property there (well they don't, foreign nationals can't buy property in India but there's a 'get out' clause)

The whole idea of working out in detail who gets on the boat and who doesn't is patently absurd.
British embbutties do not, as far as I know, have the high speed communications fit that will enable them to check much more than the validity of the pbuttports. If they do have such equipment I imagine they have better things to do with it in a crisis such as this one.

Reading the FCO instructions to the people trying to get out of The Lebanon not even bothering to do that, they're just telling them to collect at 'The Beirut Forum' with a single piece of hand luggage. I buttume a basic papers check will be done by the military as they get on the ship with a fast verification check for a valid pbuttport via the RN comms system, probably after they've sailed. Nothing else seems to be available...
