It seems the US Congress is coming under a lot of pressure not to ratify that treaty. The pressure is coming from the Irish lobby because there are a number of IRA liquidateers still being protected by the USA and the UK might just ask for them

As the US kicked off this particular treaty, directly and explicitly aimed at persons, by extraditing a gang of crooked bankers it seems reasonable...

In the end, and despite lots of speculation about numbers, the Royal Navy lifted about 3,000 people out of The Lebanon out of a British estimated population of 10,000.

Either an awful lot got out early, which is possible as a lot of people got out by air in the first couple of days, or, more likely, the Anglo Lebanese population is staying put as they feel they're in little danger and are gambling on it all fizzling out in a UN ceasefire in the near future.
