Agreed, specially if they're the right size (i.e. cover *both* knees, unlike in too many restaurants - if they even go down a little on the knee...

Because the established system is to estimate a low price to get the increases are not allowed you get an even worse system - or the company goes out of business and you get no system at all. And there's not much point on writing it inhouse - a lot of the best people in govt establishments get their training and then leave to get much higher salaries in the outside world - why shouldn't they? There's no particular advantage in public service these days - no job security.

Because it will be brought in by a process of compebreastive tendering ie lowest price counts. Corners will be cut in the specification, designing, continuous review and testing; and in serious management of the project. money than your "standard custom-produced system" and need a lot more high-level customer participation than usual (more costs). Any authority that takes that route will be opening itself to accusations of wasting public money.

Because they can get away with not doing so. We let them.

Because it's the system that we permit. You can also take advantage of it if you try hard enough - and your conscience lets you.
