The insanity that is termed the 'war on terror' won't go away until its unbalanced proponents and supporters are ejected from office.
If you are asking me what I believe is the best way to halt the spread of terrorism - at home and abroad - then I will say the first measure must surely be to stop inflicting terror on other people. We must also do away with our double standards. Many people in far away places would like to live how we live, with higher living standards all around, they just can't stomach our duplicity. If you get these things right - first and foremost - then you undercut the more extreme elements and they will find it increasingly difficult to rally people around their cause.
It's a very basic reading of how I would approach the situation. Of course it's not going to happen when the current US admin is set on controlling the Middle East. And they have staked way far too much on controlling Iraq just to walk away now. It's going to get much worse, with governments introducing more draconian laws in an effort to regain control of the situation.
Bush, Blair, Howard et al. have already done enough damage that will last, quite possibly, for 30-50 years.
