Normally, when a player has committed what might be considered a serious foul by the referee, he tends to be very pbuttive about what he does next until he sees the referee rule on the matter. Instead, Rooney grabs and then pushes another player (Cristiano Ronaldo) in a clear physical action which normally indicates the inclination to start a fist fight.
The two handed push to the chest of another man is the equivalent of throwing down the gauntlet, and Rooney had to know that. That sort of continued violent behavior is an indication to a referee of a player out of control, is always a clear demand for a red card before that player starts a riot in the match and the referee loses control..
2) The question is, why would Rooney want to be sent off ? Clearly there is a corruption scandal in Italy already being investigated, but there is just as much Organized Crime Gambling influence in England. 3) In the scenario of play which led up to the accidentally-on-purpose Rooney stamping on the Portugal player, the referee clearly deviated from normal refereeing by failing to call first a Serious Foul (Intent To Injure) by Carvalho on Rooney's ankle, which caused Rooney to lose balance and fall to the ground and then a further bevy of leg tackling attempts by the two Portugal players who had been shadowing him during the game. Since the referee did not call those fouls, this may well indicate that the referee intended to allow some physical play and that might indicate that it was not his intention to send off Rooney for the stamping action itself, which is what appeared by the referee's initial actions after the stamping.
The initial foul by Carvalho 6 seconds before the stamp could easily have broken Rooney's right ankle. In fact, if you watch the tape closely, you can see that Carvalho retreats immediately after that initial lunge at Rooney's ankle, obviously because he buttumed a foul would be called by the referee. It was only after he recognized that the referee would allow this initial Serious Foul (Intent To Injuire) that he went back and continued to foul Rooney to precipitate the stamp by Rooney.
The question here is whether the referee was within his rights to not call the fouls to protect Rooney in the Serious Foul (Intent To Injure) scenario before Rooney stamped on the Portugal player.
4) As a US observer to the soccer world run by FIFA, I wonder whether the FIFA organization has ever considered giving the referee the option to Send Off a player with the ability to allow the team of the offending player to replace him with a Substitute.
Penalizing a Team should only occur if the Team (and their supporters) could be considered responsible for the offense committed. That is, where a Team Coach-Manager may have told a player to go out and purposely injure an opposing player. In the US which has numerous indigenous sports, it is never the case in any of them that the Team is ever forced to player with reduced numbers of players because a referee chose to send off a player. Ice Hockey in the US-Canada is more of a Canadian-European sport in origin and that sport does force the team to play with reduced numbers, but only for a short period of time (I think 2 minutes).
Sending off a player and forcing the Team to play with reduced numbers for the rest of the game simply decides the outcome of the game and thus it is a vehicle for corruption and match fixing since the Organized Crime Gambling functionaries only need to Bribe one guy, either the offending player or the Referee, to fix the outcome of a match.
