Why don't you look it up instead, John (as you won't take someone else's explanation)? The pools pay out (and always have) a given percentage of the take.
The points system they use for winners relies on scoring draws then non-scoring draws, then wins. If (by fixing about 50 games - yah right) there are fewer or no draws, then simply there are more winners.
So you can have one person winning £2 million one week, and the next week you could have 1 million people winning £2. In both events the pay-out is the same and their profits are protected, and they have no need to try and fix 50 games (which, surely even the most rabid conspiracy theorist - and yes, that's you, John - would have to accept).
For someone who THINKS they know absolutely everything about PR firms, gambling and football, I'm amazed at how poorly briefed you are.
My advice - sit around one of the football groups (you still haven't explained why you post to 6 of them) and learn. Pick out the PR from the fan-talk if you think it's there, and get to know and love the game.
As a final parting comment - about 50 people probably read this group - an enormous waste of PR cash to try and influence them (when most of us are here to talk about our favourite team, and don't give a toss about gambling etc).
