He refused to be forced into panic buying. We don't have a lot of cash; it needs to be spent wisely. Whilst you may have doubts about some of his signings, it really is too early to judge the totality of his squad, imo. An obvious example would be Crouch -- let's see how he performs with some decent service from the wings when we've been able to secure the right signings to make it happen.
Sure, sometimes it may be a case of square pegs. But he's making the best with what he has, whilst he himself is making the transition to the unique demands of English football. It takes time to learn the Premiership game, but Benitez is as good as any in the Prem (imo), and is better than most.
He picks different sides and formations depending on the opposition. I agree that there is an argument to be had about the merits of chopping and changing, but at the same time I'm confident that Benitez will evolve strategy based on results and performances accordingly.
