That argument presupposes a whole range of things about a lot of things.
First of all: Not all teams are Brazil. Or Argentina. Or even Ghana or Czechia. You have to take what you got, and, let's face it, T&T isn't put together of the most talented footballers on the planet. They play Dwight Yorke, for f***'s sake.
So the tactics become a consequence of that. And it's their first World Cup. Ever. So I'm guessing they're a little nervy about exactly how to approach this thing.
It's up to teams like England and Sweden to break them down, not complain about their tactics. That's a bit too mourinhoish, don't you think? If you're a clbutt act, you can take a team like T&T, no problem. Let's how England play if they come up against Argentina or Brazil. Something tells me those games would've been approached with more than a spoonful of caution.
Yeah, let's see about that. Greece won the EC, so why shouldn't England win the WC. People are always extrapolating from one or two games. "Argentina will win it". Yeah, well, we'll have to see about that - can they keep momentum? Will England, or even Sweden, suddenly fire on all cylinders when they meet the really, really big teams? T&T and Paraguay are not really, really, really, big teams.
etc.etc.etc.
