The fact that the country is run by the Communist Party means nothing whatsoever. Here's a clue though -- free market capitalism is just a phase in Communist China. Just as it is in Russia. In both countries there is an explicit and accepted ideological commitment to the doctrines of Socialism. Exploiting the free market allows the Chinese to equip their armed forces to the highest standard in preparation for the big war against the West. Just as the high price of oil allows Russia to develop the very best in military hardware for the same reason.
Once the usefulness of free market capitalism has been exhausted you will see a definitive "return" to the good old days of absolute totalitariansim in both countries. Together with an evangelical commitment to imposing the beauties of socialism on the rest of us. Militarily if necessary. And in socialism the military option is always necessary.
