You didn't say 'the manager elects who is worth the money', what you said was 'The reason Rafa did not sign anyone is he refused to pay more for their services than their perceived worth'. You didn't specify who would be doing the 'preceiving'. In the absence of anything specific from you we would have to buttume we are talking about their perceived value in the eyes of supporters and the sports press etc, and that by all accounts is that he wasn't worth £7m. This is backed by the fact that Rafa refused to pay the asking price for a long time until he realised he wouldn't get the player unless he paid £7m.
