It hardly buffers after tweaking and the streams are 400kbps - 800kbps This Korean program is so efficient.
Anyway here is the guide:
IMPORTANT: YOU MUST USE INTERNET EXPLORER TO RUN PDBOX
2. Click on the button as indicated in the picture, this will take you to the registration process.
3. Click on Button for foreigners who do not have a Korean Social Security Number as indicated in the picture.
4. Click on the button with an orange circle to accept the license agreement.
5. You will be directed to the input page. Look at the picture to see what each field means. On the DOB field if your DOB is say 15-10-75 you would enter this as 751015
6. You should then be redirected to the main page, scroll down and click on the link at the bottom next to the big gold W.
7. Once again scroll down slightly and click on the link indicated in the picture. This will start the download.
8. Install the program and click on the icon it creates on your desktop or
9. Type your username and pbuttword into the blue box in the top left hand corner and press the padlock button to login.
10. Once logged in click on the big blue circle button below.
11. The program will then launch, you will probably get a little box popup saying ã W ??? ???? ä. This just means it is updating which can take around 3 or 4 mins.
12. Once finished updating the program will launch. It is split into 3 sections, the play screen, channel list and chat. Make your selection by clicking on one of the pictures in the channel list. It will buffer up pretty fast and you can enjoy a great picture. Once playing you can remove the chat or channel list by unchecking the checkboxes in the top right of the screen.

FIREWALL INFO: If you have a firewall it may be a good idea to forward the ports 4215 and 20202 which the program uses. Doing this increased performance for me.
When I first ran this program the channels buffered a lot for me as has been in PPLIIVE etc lately. So I changed the MTU (Maximum Transmission Unit. The greatest amount of data or "packet" size that can be transferred in one physical frame on a network)and RWIN (Receive Window) values which and are terms that come up often when people have good modem connections, but not so good throughput. They are TCP-IP settings that are stored in the Windows Registry, and can be tweaked for improving downstream performance (upstream has no tweaks).
The default settings on my 2MB Plusnet connection were RWIN 13900 and MTU 1458 and I changed them as recommended here little tool to change the values) which you can get here using a standard modem and ethernet from the dropdown box if using a router. Change the RWIN at the top.
I then rebooted (important) and reconnected to PDBox and now there is no more buffering. Let me know if it works for you. Good luck.
