Galliard talks about the precedent of Real Madrid coming 5th and the Spanish FA putting them in the competition anyway, and because this precedent has been set, then that's it, we can't have an extra slot created. He's forgetting something. If he wants to base his argument around precedent, then there is an older, longer running, and definitely more weight precedent that has been set in the past, and it is one that UEFA used year after year. It is simply this, in the past, you did not have to qualify to be in the competition, you did not have to meet the criteria of winning your own league. All you had to do was become champions of europe, and then, even if you came second, third, forth, or even fifth, you were placed in the competition as last years winners. This happened year on year. The champions of europe were 'found' a place in the competition with no bother whatsoever.
All UEFA would have to do is ask all teams in the early rounds of the pre-qualifiers if they would like a home and away game against Liverpool. The names could be put into a hat, and that would be it. Or, more controversially, make one of the qualified teams pre-qualify. Either way, it would not be asking any more of UEFA, than they did in the past.
